Congratulations Mayor Quan, until today I and many of us here on the East Coast were blissfully unaware of your existence, now we are fully aware what an absolute friggin' Idiot you are. It took a "Joint Effort between more than fifteen local law enforcement agencies including the California Highway Patrol and officers from police departments in Berkeley, UC Berkeley, Alameda, Emeryville, Fremont, Hayward, Newark, Pleasanton, San Francisco, San Jose, Santa Clara and Solano County" for the hundred or so protestors..? Commendable brute force, the Brownshirts did that once upon a time too. Some of them became part of the Government as well in time with the "Mandate" behind them. Didn't go so swimmingly in the long term for them either, and they made speeches and had press as well. People have long memories when it comes to personal indignities done to them and couching your terms in safe PC speech doesn't change that or feelings of enmity, I'd start making a list of everyone you had arrested & gassed today (Especially the ones who had the shotgun aimed at them, I've had that done before, not pleasant at all) and start watching your back at all times. Not all of the Occupiers were Peaceable Protestors, others were and probably had their views changed on it thanks to you, but now you'll get the chance to find that out for yourself. Kudos!

I'm confused. Can someone clarify this for me?

The article says: "The bulletin urged people to not enter the plaza and for city and downtown employees to return to work, but carry their IDs to be allowed inside government buildings."

Does this mean the people are not allowed to enter public buildings or to set foot on public property? The implications of this are astounding. This is America, right?
